Rockland traffic stop leads to arrest of suspect in Cushing homicide case
ROCKLAND – While conducting a patrol in a suspected drug trafficking location in Rockland, police identified a vehicle with falsely attached license plates, and subsequently arrested three individuals on various charges.
After the vehicle was stopped, officers seized approximately 10 grams of fentanyl, crack cocaine and prescription pills, police said in a news release.
Mark Gagne, 42, listed as a transient by police, was arrested for aggravated trafficking in scheduled drugs, unlawful possession of scheduled drugs and violation of conditions of release.
Gagne was out on bail conditions for charges of hindering apprehension and abuse of a corpse in connection with the shooting death of Kyle MacDougall in July 2024 in Cushing, according to a court document.
Police also arrested Michelle Leonard, 58, of Waldoboro, and Rachel Winchenbach, 24, of Waldoboro.
Leonard was arrested for violation of conditions of release and possession of drugs. At the time of her arrest, Leonard was on house arrest from a prior drug trafficking charge. Winchenbach was arrested on an outstanding warrant related to a prior theft charge.
According to the police affidavit filed in court, Leonard did not have a prescription for the Ritalin found in the front seat of the vehicle. Gagne had secured the fentanyl and the crack cocaine in his wallet, police said.
Gagne and Leonard made their initial appearances in Knox County Court Feb. 21. Winchenbach did not appear in court since she had posted bail.
Gagne is being held at the Knox County Jail after the state filed a motion to revoke his bail that had been set at $5,000. Winchenbach’s bail was set at $500 cash and she was ordered by the judge to be under house arrest except for medical and legal appointments. She will appear in court again on April 17.
